Kim and Bobby came up with the offer they wanted to present to the IOA - billets for two representatives, neither of which would be Cowden or Daniels. Troy took his turn to look at the files of the officer they'd selected, but he hadn't personally encountered either of them. The IOA was a big place after all.
“This can work,” Troy replied. “The IOA wants to pick the two agents, and we want to pick the two agents. At the end of the day we'll get to pick one each. Not perfect, but it gives us some control over the situation.” In combat, it was commonly said that no contact survived contact with the enemy. The same thing couldn't always be said about Washington. Never doubt the power of a carefully planned bargaining position.
“From what I've seen today, there's no place the Captain is need more than at his current post,” Troy explained to Kim. Not that he blamed her for trying to pouch the best talent for the rival Delian Expedition.
“And as for Colonel Oxford,” he explained to Bobby, rising from his chair and preparing to head back inside. “You'll just have to do what the rest of us did, and figure him out as you go.”

The review panel reconvened in the conference room, and prepared to move through the rest of the day's proceedings. They'd only booked the room for one day, and hopefully it wouldn't take any longer.
